The Law on Political Party; on the People’s Consultative Assembly (MPR), House of Representatives (DPR), Regional Parliaments (DPRD), and Lower House of Parliament (DPD), or more familiarly known as MD3; and on Elections should not be compiled into a single law. Each of those three topics has its own complexity.

“I do not agree to compile those three laws into one law. Each of those three topics should be regulated separately with a specific law. However, I agree if the Special Committee wants to discuss those three laws simultaneously,” says Titi Anggraini, the Executive Director of the Association for Elections and Democracy (Perludem), in Jakarta (12/02).

For example, the Law on MD3 should be a distinct law because it regulates not only political party, but also parliamentary performance. “It regulates technical details regarding MPR, DPR, DPRD, and DPD,” says Titi.

Recently, many people talk about the compilation issue after the Special Committee express their plan to compile the three laws into one single elections law to synchronize all the regulations contained in the three laws.

Lukman Edy, the Chief of the Special Committee, says, the laws on political party and MD3 need to be compiled into the law on elections so the regulations in both laws can be consistent with election laws.
