Bawaslu Needs to Socialize Violation Reporting Mechanisms

The Indonesian Institute (TII) Research and Program Manager, Afianto Purbalaksono, assesses that although the monitoring practices for the 2024 election are quite optimal, they still require improvement. There are still many reports of monitoring of community campaigns that have not been followed up by Bawaslu. According to him, it is necessary to socialize the mechanism for reporting campaign violations to the public, especially the procedures and completeness of both formal and material requirements.

“On the other hand, there is no clarity in PKPU 15/2023, especially regarding campaign rules on social media. When Bawaslu wants to take action, but it has not been regulated in PKPU, this insynchronization always happens,” said Afianto in an online discussion titled “The Urgency of Improving Regulations Campaign Towards the 2024 Regional Elections” (27/6).

Based on Afianto’s notes, the implementation of Bawaslu Regulation 11/2023 concerning supervision of the 2024 election campaign is going quite well. This is because Bawaslu encourages there to be no differences between written policies and practice in the field. Apart from that, civil society groups have used the public participation regulated in the Perbawaslu to monitor the running of the election, especially at the campaign stage.

Apart from that, TII also encouraged the KPU and Bawaslu to revise campaign regulations by expanding the articles governing campaigns on social media. This revision is needed to prepare for the 2024 regional elections because there are still many problems regarding campaigns on social media.

Furthermore, TII also encourages Bawaslu to enforce the law by providing strict sanctions if violations occur in the 2024 Pilkada, thus providing a deterrent effect on participants who violate. Then he hopes that Bawaslu will continue to encourage strengthening civil society to jointly supervise the 2024 Pilkada campaign.

“Strengthening can be done by creating joint guidelines; this is important to do together so that they can be applied in order to assist Bawaslu in monitoring,” he concluded. []
