The removal of vote acquisition data graphs in the Recapitulation Information System (Sirekap) by the General Election Commission (KPU) is considered to be contrary to the principle of transparency in elections. Indonesia Corruption Watch (ICW) considers that the reason for closing Sirekap was because there were many errors in reading Sirekap, which caused prejudice from the public towards the KPU, which could not be justified.
“In fact, by displaying these differences, it will open up the widest possible public participation in monitoring election results and will be a clear reflection of the KPU’s unpreparedness in holding the 2024 elections,” wrote ICW in a press release, “KPU is Closed, Not Serious in Holding Elections” (13/3).
According to ICW, the practice of buying and selling votes is a form of fraud that has the potential to occur a lot. For this reason, the KPU must immediately improve the Sirekap and reopen all information relating to vote counting. ICW views the closure of information in Sirekap as having the potential to open up fraudulent practices in the vote recapitulation process.
Apart from that, through its written statement, ICW said that it had submitted a request for information regarding Sirekap on February 22, 2024, to the KPU, but the KPU’s answer was considered very disappointing. ICW only received a summary that was not accompanied by documents in detailed form, in fact, ICW only received a one-sentence answer regarding the Sirekap budget, namely, “Sirekap Phase 1 Development Budget amounting to Rp. 3,906,589,500 (including tax).”.
ICW doubts the KPU’s seriousness in developing information technology, even though the KPU has a fairly large budget. The KPU should be able to use these funds to build information technology and an adequate and transparent electoral public information service portal.
“Once again, we emphasize that the KPU never intended to implement the principle of transparency and was not serious about holding the 2024 elections,” wrote ICW. []
