The Parliament’s Special Committee for the discussion of the law Bill on Political Party; on the People’s Consultative Assembly (MPR), House of Representatives (DPR), Regional Parliament (DPRD), and Lower House of Parliament (DPD) or more familiarly known as MD3 Law; and on Election only has so little time. There is a time constraint that needs consideration.

“It is a good thing that the Special Committee is willing to discuss all those Bills simultaneously. However, the members of the Committee should not forget that they are facing time constraint in regards with the Bill for the Election Law,” says Titi Anggraini, the Executive Director of the Association for Elections and Democracy (Perludem), in Jakarta (12/02).

Titi explains, the discussion for the Election Law is bound to be limited to the start of the election process and the inauguration of president-elect. According to Article 137 paragraph (6) of the Election Law Bill, the election process is started at least 22 months before the voting day. Meanwhile, the president elect shall be inaugurated 14 days before the end of the term of the previous president.

“Members of the Committee should manage the schedule of their discussion and meeting according to this regulations,” says Titi.

Therefore, Titi recommends members of the Committee to set their priority upfront.
