TII Urges KPU to Revise Campaign Rules for 2024 Pilkada

The Indonesia Institute (TII) encourages the Indonesian General Election Commission (KPU) to revise the campaign rules for the 2024 Regional Head Election (Pilkada). TII’s evaluation of KPU Regulation (PKPU) No. 11/2023 concerning general election campaigns shows that these regulations require a number of Improvements include, among other things, clarifying articles regarding campaign activities in the form of bazaars, internal party definitions in socialization, restrictions on the disclosure of self-image, as well as campaigns on social media.

“We saw that in bazaar activities, for example, there were things that election participants got around to continue engaging in money politics. Well, the rules regarding this need to be clarified. Likewise with campaigns on social media. “What constitutes a campaign violation on social media must be explained so that it can be regulated in Perbawaslu (General Election Supervisory Body Regulations) regarding reporting and taking action against violations,” explained TII Research and Program Manager, Arifianto Purbolaksono, in the discussion “The Urgency of Improving Campaign Rules Towards the 2024 Regional Elections” (27/6).

TII also requested that the KPU involve meaningful public participation in the formulation of the revised PKPU campaign. The campaign stage is a crucial stage full of dynamics. PKPU No. 11/2023 concerning general election campaigns does not pay attention to public input and has minimal outreach.

“In policy formulation, the KPU has not implemented meaningful participation in the preparation of PKPU No. 15 of 2023. Even though several parties have been invited and asked for their opinions, it appears that input from several related parties is rarely, if not almost never, considered,” said TII researcher Felia Primaresti in the same discussion.

Felia assessed that the absence of protests from election participants against the Campaign PKPU was not caused by the Campaign PKPU being comprehensive, but indicated that there were doubts about the implementation of campaign rules by the KPU and Bawaslu. []
