KPU Explains the Calculation of the Two-Period Limit for Regional Elections

Chairman of the General Election Commission (KPU), Hasyim Asy’ari, said that governors, regents, and mayors who have served two terms in the same position are not allowed to nominate again. The Regional Election Law stipulates that a person who has served for two terms, whether consecutive or not, may not run for office again.

“This condition refers to the provision that a person has never served as governor, deputy governor, regent, deputy regent, mayor, or deputy mayor for two terms in the same position,” Hasyim said in a joint working meeting with Commission II of the DPR. at the parliament complex in Jakarta (15/5).

Hasyim explained that the criteria for two terms of office include having held the same position twice in a row, having held the same position twice but not consecutively, and having held the same position twice in the same region or different regions. The term of office is calculated from the moment the decision to appoint the position is issued.

“The term of office is determined for five full years, or a minimum of 2.5 years.” Thus, if an official has served for 2.5 years, that is counted as one term of office,” he explained.

He gave an example: if there is a pair of regional heads who are in legal trouble and have the status of a defendant, then the deputy regional head will carry out their duties as a temporary regional head or acting head. Once the deputy regional head carries out his duties as regional head, this is counted as having held the position of regional head. []
